In 1955 the Soviet Union, incensed by the inclusion of West Germany, decided that Nato could not be allowed to organise a military force without a challenge. The Soviet Union combined with its closest neighbours - all of whom were ruled by pro-Soviet communist governments - to organise a force for counter-attack.
